Paul Tarne

  • I am the head of BLM's public sector team and have worked extensively with public sector clients.
  • My career spans over 15 years, in which time I have acted for local authorities and emergency services in relation to civil claims and lead the national public sector team for local government work.
  • I am renowned for my forensic approach to evidence and have particular expertise in cases involving misfeasance in public office and conspiracy.
  • My career highlights include a number of successful prosecutions arising from the defence of fraudulent tripping claims. I was also involved in test litigation concerning a highway authority’s duties under s.41(1A) of the Highways Act 1980 in respect of winter maintenance.
  • I often act for local authorities in respect of claims of significant reputational and financial importance. For instance, I  represented Greater Manchester Combined Authority in the Manchester Arena terror attack inquests.
  • I have been responsible for significant local government budgetary savings through the successful defence of fraudulent claims.
  • I deal with complex and catastrophic injury claims. Aside from highways and employers’ liability and public liability my expertise also extends to claims for social care, misfeasance, stress, bullying and harassment and malicious prosecution.
  • I am a regular speaker at training events and have had a number of articles published on topics such as the new Highways Code of Practice, volunteers, the implications of the Enterprise and Regulatory Reform Act for the public sector and the duties owed by fire and rescue services.
