BLM publishes MOJ RTA Portal analysis

BLM has published an analysis of the data captured within the Ministry of Justice RTA portal.

Key observations and conclusions this quarter include:

Observations

  • The YTD volume of CNFs sent, when compared with the previous reporting year, has fallen by 45,786 (- 7.1%) to 596,298 YTD, which is equivalent to 69.6% of the previous year’s total at the end of Q3.
  • The number of Stage 1 exits, when compared with the previous reporting year, has fallen by 11,350 (- 7.1%) to 149,552 YTD, which is equivalent to 70.1% of the previous year’s total at the end of Q3.
  • The number of Stage 2 exits, when compared with the previous reporting year, has increased by 761 (+ 7.4%) to 10,267 YTD, which is equivalent to 78.9% of the previous year’s total at the end of Q3.
  • The number of claims using the Exit Process, when compared with the previous reporting year, has fallen by 6,612 (- 4.9%) to 128,225 YTD, which is equivalent to 70.1% of the previous year’s total at the end of Q3.
  • The percentage of CNFs exiting for one reason or another is 48.3%, which represents a slight increase when compared with the previous reporting year’s figure of 47.4%.
  • The number of Stage 2 settlements, when compared with the previous reporting year, has fallen by 9,505 (- 6.0%) to 209,757, which is equivalent to 70.5% of the previous year’s total at the end of Q3.
  • The number of Stage 3 court packs that were prepared, when compared with the previous reporting year, has increased by 9,405 (+ 17.6%) to 53,574, which is equivalent to 88.3% of the previous year’s total at the end of Q3.

Conclusions

  • CNFs sent – if the present position is maintained, the annualised projection for 2016/17 would be 795,064. As the total number of CNFs sent during 2015/16 was 856,616, this indicates a fall of 61,552 (- 7.2%) year on year.
  • Stage 1 – if the present position on Stage 1 exits is maintained, the annualised projection for 2016/17 would be 199,403, a decrease of 13,819 (- 6.5%) claims year on year – a potentially positive sign suggesting fewer ‘unsuitable’ claims appear to be entering the Portal and subsequently exiting at the earliest opportunity following an insurer’s denial of liability.
  • Stage 2 – if the present position on Stage 2 exits is maintained, the annualised projection for 2016/17 would be 13,689, an increase of 5.2% year on year – a negative sign, albeit the projected increase in absolute terms is minimal at 679 claims.
  • General Exit Process – if the present position on general exits is maintained, the annualised projection for 2016/17 would be 170,967, which would represent a decrease of 11,817 (- 6.5%) – a positive sign reflecting fewer CNFs being notified and fewer Stage 1 exits.
  • Claims YTD that either settled at Stage 2 or proceeded to Stage 3 together total 201,378 (33.7% of the total of CNFs sent), which represents an increase of 2.4% in the percentage of CNFs either settling at Stage 2 or proceeding for disposal to Stage 3 when compared with the previous reporting year.
